2001 Celica GT, power drops off at steady speeds and comes back seconds later after accelerating

I own this 01, 260k miles, as I am driving if you hold the speed at say a steady 40mph, the engine power will drop off and come back seconds later after you push the accelerator through it...also, with the cruise set it will do it, will constantly come and go....much like feeling the A/C kick in and out (that dragging down of power feeling) I'm pretty sure it isn't electrical in nature because its not like the fishbite feeling you get when you may have an elec problem. Do these Toy's have vac problems?
No check engine light ever comes on. Does it with a cold or normal operating engine temp.
Any help would be great appreciated!

Fixed, found the air filter box cover not secured so it was getting too much air through the system I suppose, also took out the maf sensor and cleaned it, found and fixed loose fitting vacuum lines
