how can they get away with this in the usa
the cat went out in my 03 Altima and fried my engine trying to find a cheep used one is there any recalls of any kind in any way that can help me make them responsible for knowing the put out a [non-permissible content removed] car

The catalytic converter is sort of a "wear item". Even though they typically last for the "life of a vehicle", they are exposed to blows from things like bottoming out. And if an engine is burning oil, that can shorten the life of the cat too.
I know it's not what you really want to hear, but things start to happen to cars that are 11 years old. My 2001 Altima lasted me until 2012 over 230,000 miles with nothing really major, but I had to stay on top of it with semi-large items like wheel bearing, exhaust and axle replacements

The federal catalytic converter warranty is 8 years or 80,000 miles. (link). Some emissions warranties in California, especially for PZEV cars are different.
