Pontiac Grand Prix Electric Shift Lock

Hello,
My Shifter is stuck in park. If I use the little by-pass button on the side of the shifter it works just fine. However, there is also the issue with the key not being able to go all the way to the off position off and on. If I use that by-pass for that ignition, it works. My question is, since I am having issues with both the shifter and the ignition switch where is the issue most likely to be?

I think the problem may be with the Brake Transaxle Shift Interlock (BTSI). Its a little gizmo likely located under the covers in shift console area. Part may be bad or wiring to it.
