Your 23.9 average is pretty terrible compared to the 25/32 EPA numbers, unless it's all been city miles so far. Except for the 28 mpg fillup, has it mostly been city miles?

Your results may vary. Since the EPA probably did not actually test a Rogue, there really is no EPA mileage. Car manufactures test the vehicles and use EPA standards. However, how you drive, where you drive, tire inflation, etc. is going to affect mileage. The 28.3 does match "EPA" average though. And if mostly city or hilly, etc., the 23.9 is close to 25 for city.
