the pully on my 1999 ford windstar went out as i was driving , after i
replaced the power steering pump that included new pully , i went to
start my van and it wouldnt start..turns over but wont start... did i
do something else to it by driving without power steering till pully

You must have accidentally disconnected something else that controls your ignition. Look in the area of the under hood fuse box. The power steering is not controlled by any part of the electrical system on these older beasties. The only problem you might discover by driving with no P/S is a sprained shoulder or the like having to manhandle that small steering wheel.
