Heater Blows Cold Air @ Idle

I have a 2004 Durango with the HEMI 4X4. I have had it since new and never really had any major issues. This winter I have noticed when I am running the heater and driving, everything seems ok, then when I come to a stop, all I get is cold air from the heater. I can rev up the engine and it will blow hot air. 125K Miles, has always blown hot air in the years past..

My initial thought was low on coolant - I topped off the radiator, but has had no effect, heater works, just not when idling ...

Any suggestions ?

    Does this vehicle have closed system that might require bleeding air out if it had gotten to low on coolant?
