Lights don't work

I have a 99 Forester L. My headlights, taillights, fog lights and dash lights don't work. checked all fuses both under hood and on driver side. Relays are fine bulbs are good as well as switch its self. I am at a loss any help would be great. cus its getting dark and I need to drive :(

    The headlights have power from two relays anytime that the key is on. The headlight switch provides a ground connection. You can check for power out of the relays at fuses 8 and 9 in the under hood main fuse box. After that the only thing common will be the connection inside the headlight switch and the ground circuit wire.
