Timing issue - '94 Passport

I have a 3.2 and I am having troubles with the timing. I have replaced the timing belt and when it runs, it runs great. But when I start it, it kicks back against the starter. If I take a vacuum line off, the kick back does not happen. I have replaced the crank shaft position sensor and verified that all the cylinders are within range on a compression test and leak down test. It is like the old days of the vacuum advance on a distributor that is advancing the spark during start up.
I could really use the help figuring this thing out.
