Strange electrical issue

I'm new to this forum so please bear with me.
Yesterday I got in my 2000 Rav4 and for no apparent reason the radio, digital clock, and the mirror adjuster didn't work. I checked all of the fuses and replaced one 15amp in the dash but it didn't fix the problem. Does anyone have any insight on this?

    15 amp fuse in engine compartment marked "CIG"

    Had similar problems, plus locking & unlocking & sounding alarm horn in my 97. Turned out to be poor grounding. The sheet metal ground behind the panel had poor electrical bond to the chassis. Bought a new battery term and cable & secured it to a frame bolt in front of the wheel well. Ran great ever since.
