Hesitation on VW 2015 Passat

When I am on the freeway and passing a car the VW Passat hesitates for about 2 to 3 seconds, loses power and power resumes after the 2 to 3 seconds. This happens in the following circumstances: From a dead stop, on rolling highway, from stop sign or stop light and just about anytime and anyplace. It has happened to me about 25 times. I have had the car brought back to the VW dealership on numerous times, They have test drove the car, they have initiated a software fix a couple of times and eventually had the VW factory rep come to the dealership and test drove the car with the factory rep, the service manager and myself and the problem was duplicated on the freeway while passing a car. They kept the car for about 8 days and replaced the brake master cylinder and brake light light switch and returned the car to me. The problem still persisted. Anyone out there with the same problem? There was a TSB issued on the hesitation problem and the software fix was supposed to correct the problem.
