No crank

Hi guys. I have a 1996 Dodge Ram 2500 with the 360. I have a no crank issue. Parked at the local gas station for five min came out and no crank. Battery is good. Cut the fuse able link from the batter and jumped right to the starter wire at the plug and she fires right up. Thought possible ignition switch but no. I have power everywhere there needs to be. I'm stumped. Any other ideas. Please let me know.

    At the starter, should have two voltage circuits with key in the crank position. One comes from the battery, hot all the time. The other goes hot with key in the crank position and is wired through the neutral or clutch switch, depending on the tranny. You have a starter relay, the load side of relay, terminal 30, hot all the time. Terminal 87 carries voltage to starter. With jumper wire between those two terminals, the starter should crank. It's possible there is a problem with control side of relay? Any starter testing, make sure tranny is in park or neutral and the parking brake is set.
    The starter usually grounds through engine block.
