Thing hanging down under car, what happened?

Hey! My wife noticed the car made a funny noise this morning when she turned it on. We looked under the car and saw a pipe hanging down. It looks to me like it is after the catalytic converter, but please correct me if I am wrong.

What happened here exactly, and how much do you think it costs to fix?
Is welding required? A local welder said he wouldn't go near a hybrid.

Thoughts? Causes? Thought Estimates? This car is an 06' ford escape hybrid model.

    You get full or half exhaust replacement at the tire/muffler/brake centers .

    You need to take it to a muffler shop. It may or may not require welding but I have no idea why it being a hybrid would matter to a welder.

    Possibly too rusted to weld however... Also you might have a broken hanger. Don't drive too far like that.

    The typical repair for a failure like this is component replacement. There is a chance that a temporary repair can be done in the event that most of the flange is still serviceable, but any repair like that is only about delaying the eventual replacement of the exhaust.
