I'm trying to visualize (not having a wiring diagram, which is kind of essential for figuring out electrical "ghosts") where these two components of the car might intersect react to the same grounding short.
The only thing that comes to mind is the multi-function switch IF in fact the wipers and interior lights work on the same stalk. Do they?
If not, I'd tend to guess (again, no diagram to study) that the interior lights might be related to a lazy or grounded door switch. The wiper could be something else entirely--a defect in the wiper motor itself that won't allow it to "park".5
