Why won't my transfer case disengage?

i have a 2001 silverado and my transfer case wont disengage. my 4x4 works good and it disengage and engage at the front axle but it does not disengage the transfer case. could it be the transfer case module? or the transfer case motor? or is it something else.

    That cannot be answered in this context. You could remove the motor assembly and manually shift the transfer case to help narrow down where the failure is. But usually the first step is to use a scan tool to check the system for codes and command and feedback data. There is a "C" clip on the shifter shaft that can be damaged and result in this condition, but that is not a diagnosis and without first testing and proving the failure is inside the transfer case nothing but a guess if acted upon without testing.
