Should passenger seat have warning sound when occupied and seat belt not fastened?

Driver seat has warning sound but not passenger seat. Dealer said Hyundai designed it that way; if so, this is 1st car I've owned that does not alert you if passenger seat belt is not buckled.

Every car I've had has a sound for the driver, but an indicator light if there's more than a certain amount of weight on the passenger seat and the belt is not buckled. So if I put my gym bag on the passenger seat, the light comes on, indicating that the air bag will not fire.

There is a seat belt wiring recall out, and skimming it, it sure seems like the chime should sound.
