I am planing to buy a Honda Accord this coming September,
1) is is the basic one good and enough ?
2) Is September good time to buy a car ?

Only you can determine if you'll like it enough to buy

Pretty good deals in September, when the new model year cars start to arrive. Dealers are motivated to move the old inventory.

I bought a Touring 2016 model in November, and it is fantastic. Honda has a lot more trims for this year than they had before. The usual LX is still available. But if you want to keep the price low, then I would suggest going for the Sport. I believe it is about $2,000 more than the LX, but it is definitely worth it. With the Sport, you get 19" as opposed to 16" wheels (alloys on both). The Sport also gets the same body kit as the top-of-the-line V6 Touring model. You get 4 more hp in the Sport, dual exhaust, as well as paddle shifters. One of the best thing about the upgrade is the addition of 60-40 rear seat split. The Honda Sensing Package is great and is available on both trims. Rear cameras are now standard.
September is usually when new models come out, so the 2016 would be cheaper. That would be a good time to buy the older model, but you may still want to look at the new ones. The base is good, but I would definitely say the Sport is a better deal.
