Honda's ACC problems are software related. Seems like the risk management department has a lot of say so at Honda now. My old 1998 Accord's cruise had an aggressive resume function. It would downshift two gears if you resumed while climbing a hill and a big difference in set and actual speed, allowing the engine to rev high enough to engage VTEC. My current Acura slowly eases back up to speed regardless of the difference in actual and set speeds.
