unable to depress brake pedal to start passat 2014

Guess the discussion title says it all! Brake pedal won't depress to enable the push to start button to work. 2nd or 3rd time pressing, I got lucky and the pedal went down enough to start. Sounds like a vacuum problem? Anyone had the same problem fixed? and at what cost?! Thanks!
