The drum goes on fine, a new drum was also tried & made no difference. The axle turns fine UNTIL the lug nuts are tightened. Then it is as if the brakes were engaged preventing the wheel from turning. There are no marks on anything indicating interference between parts. Any help as to what may be causing this would be appreciated.

Hello! Either the shoes are not seated correctly in the back plate, or your set contained an oddly manufactured shoe that is dragging against the inside face of the drum. Good luck.

Or the drum is out of round. If they aren't tightened properly, they can warp.

A brake shop can "arc" the shoes and fit them precisely to the drum, as well as check drum run-out.

You can also buy a brake shoe "caliper" tool and DIY the run-out and the basic fit---but you can't "arc" the shoes as that requires a grinder and respirator.
