98 VW Cabrio has been stalling,shutting off when it rains lately and now currently wont start.

I am trying to figure out what is causing this issue, it has also been known to do this if it is extremely cold during the winter.

I have a 2002 cabrio. Has anyone replaced the top with a 2001, 2000, etc.
 I am seeking someone who has successful swapped 2002 top with none 2002 top.
