Crazy slow 1990 trooper 2.8

Hey guys I just bought a 90 trooper with 113 thousand on it. It is crazy slow barely gets to speed, when I got it it had been unbolted from the cat back no exhaust. Could that be the cause of this problem?? It was sitting for 10 years , old vacuum lines and stuff. Any ideas??

Did it run badly even with the open exhaust, or only after you reconnected it? Is this the diesel engine?

It is a gas engine and since I have had it it has had no exhaust on it just super sluggish lose speed going up hill.I do not have an exhaust for it need a new cat I just installed the old one and its clogged. Backpressure issue?vacuum lines are old maybe some are  not connected I'm not sure.
