Belt tensioner won't tighten

Is there a way to "reset" the belt tensioner? I went to change the water pump and then decided to hold off until I had better information on the steps to do so. I had turned the tensioner clock wise to release the tension and it appears it hasn't returned to the correct position and now the belt is loose. I haven't removed any parts or the belt itself. Any help/guidance would be greatly appreciated

    Sounds like the tensioner arm is sticking. You might need to replace it:
