No brakes under approx 5 mph

Ford Ranger 2002 4x4
Brakes pedal solid and working until it get under approximately 5 mph then the pedal go all the way to floor and lose all brakes.
Shop replaced one front wheel speed sensor...no change.
Shop has recommended to replace one wheel bearing assembly to fix.
Suggestions ?
