When it gets below freezing outside and I first start my 2001 deville the dash lights don't work and wipers , ect will not function until I put the car in gear. Then everything comes on. only time it happens is when its cold outside

First thing I always advise when people have electrical "ghosts" like this is to carefully check the grounds on the car--battery ground cable (clean both ends) and also engine-to-frame cable (usually a smaller braided, flat wire).
