What it means is the state of charge of the battery cells isn't balanced. The system will allow up to a 20% imbalance, once that is exceeded that indicates that one of more cells are failing. The first data that I would be looking at first would be the ID numbers of the highest and lowest cells and the delta SOC (state of charge). Then I would be looking at the SOC of each cell, the resistance of each cell and then do a load test on the battery assembly.
With that information I could then decide if replacing individual cells is a viable option or if in fact the best fix is to replace the whole pack.
