wiper arm/blade tension

seemingly overnight my wiper blades appear to operate with added tension. the blades are pressed extremely tight to the windshield, it is noisy and causes some streaking. i replaced the blade which helped the streaking disappear but you can see it is still forced against the windshield. is there some adjustment that can me made with the wiper arm? thanks.
