Help me on incentives/rebates related to final Sale Price

Hello all ... was in an Acura dealership yesterday looking at a 2019 AWD Tech RDX. Did a test drive and only discussed incentives/rebates. Found out I qualified for conquest ($1000) and Finance Incentive ($750) if going through Acura financing (total $1,750). So a few questions

1. Does the $1,750 apply as part of the $$ to reduce the final sale price of the car? In other words should I consider these $$'s as adding to my down payment?
2. How should I think about leveraging these incentives when negotiating the final sales price of the car? The MSRP is $43,595 and invoice is ~$41,432 (using Costco for zip code as estimate here). According to KBB FMV for this car is $40,212 - $42,999. My thinking is to start with an offer of $37k with my best and final being around $39,500. Am I on the right track with my thinking here?

You can find Edmunds price estimate, here:

The $1750 should be a customer rebate that is applied to your negotiated price. Just make sure that you and the dealer are on the same page, as far as what is, and isn't, included in offers.
