    That fuse supplies power to the starter relay which then sends that power to the starter solenoid via the Brown/Green wire. You either have that wire damaged and grounding or else the starter solenoid is drawing too much current when you try to start the engine. In the shop I would access that wire and measure the current that is being drawn during multiple starting attempts.
