Driver Side Low Beam Out - Not a Bulb Issue

I've replaced the bulb but that's not the issue.

I've seen where some Jetta's have a fuse dedicated to each low beam but my daughters car doesn't have the manual. I cannot find an answer anywhere on line.

I really want to fix this and I refuse to go to a dealer. Any help would be greatly appreciated.

    All of the power for the headlights comes from the Vehicle Electronics Control Module. It is below and slightly to the left of the steering column. There are no separate fuses with this system the power supplied to the module is split in the module to control the lamps.
