Negotiate Buyout of 2018 XC90 T6 Inscription?

I'm coming to the end of my first-ever lease and I am looking to possibly keep the vehicle. My local dealer was trying to pull me into a new lease, but once I mentioned I was interested in buying, he started talking about getting the vehicle CPO'd, then I could finance through Volvo. I don't have all of the cash to fully buyout the vehicle and Volvo is currently running 0.9% rates. I'm told it's $1500 for the vehicle to be CPO'd, then I'd have the usual tax/tags on top of the buyout amount. My buyout amount is tracking about $2-3k below KBB, but is it possible to negotiate the final purchase price? For example, I don't want to pay the taxes/tags if possible. Is it also possible to shop this scenario around to other Volvo dealers? Thanks for your time and assistance.

You have to pay the price on the lease contract, plus sales tax. No way around either of those.

You can decide whether or not to pay the extra money to have it CPO...
