1997 Accord DX License Plate Light Cover

On the inside of the cover is a rubber strip that runs end to end. What is it's purpose?

Does the strip face to the top of trunk lid or the bottom?

    Without a picture, it's hard to say. My first guess is it's a gasket to keep water from infiltrating the fixture.
