Does anyone have a list of dealers in the mid-Atlantic region that do not make a "market price" adjustment? In addition to the price increase, dealers often add unnecessary accessories, like wheel locks for $200 (you can purchase the Honda wheel lock kit for $40), nitrogen in tires for $199, etc.

Sorry, the only way to do it, is to shop them. Chances are, no Honda dealer is selling for straight MSRP in the current environment.
