Ford Expedition Locked Seatbelt!

On the 2nd row seats in my 2004 Expedition on the drivers side, the seatbelt is locked and cannot be pulled out or used at all. Has anyone else had this problem and can I fix it? I am waiting to call the dealership b/c they tend to rip us off every time we have a problem.
Please advise on how I can resolve this problem if you can.

    Does it serve me right for buying a '97? I've had it a month; I know it worked when I bought it, although everyone who tried opened it effortlessly, except for me. It always seemed to catch somewhere and get hung up. The window worked fine. The one time I did actually open it was the last time any of it worked ... glass and all. Now I can't get it open and am reluctant to go to the dealer. Somebody tell me what's really wrong. I've tried the key in all directions. There is no interior release. It's just stuck.

    Call the dealer first. I think safety belts are covered by a 5/50,000mile warranty or longer. If they are not you may try taking the panel off where the seatbelt goes into the panel. Look at it and see if you can get the gears to move. It may have come off the track.
