    I’m trying to better understand how “sales tax credits” or tax-included lease promotions work, especially in states like Texas where tax is applied to the full vehicle price.

    Are these tax credits always manufacturer-driven (like through the captive finance company), or can dealers structure them locally?

    Also, when they’re offered, are they truly additional incentives, or typically offset elsewhere in the deal (price, MF, etc.)?

    Just trying to understand the root mechanics behind these programs—appreciate any insights.

    The tax credits accrue to the leasing bank. (aka Honda Finance). The bank decides when they become available to the dealers. I have no idea how the dealers decide exactly. But, it's a true tax credit against the upfront sales tax due at lease end.
