i am wondering if there is any more info out there concerning the ralliart version of the outlander that was shown at the 2006 SEMA show.

It was pimped by Ralliart, but it is by no means a RalliArt Production model. It's more of a concept. There isn't even a production Outlander Ralliart in Japan, but only RalliArt pimped Outlander parts. MOstly cosmetic upgrades, but not the performance enhancement we've come to know the RalliArt production line for.
