HHR Control Bushing

Can i just unbolt the two inner bushing locations and "swing" the arm enough to change the inner bushing?

    Almost. Is the sway bar link connected to the lower arm? If so then that needs to be removed, otherwise yes.

    sway not hooked, got control arm out, removed rubber bushing, but steel sleeve on new bushing is same size as hole? do I just push rubber from new bushing into old arm?

    Yes, the vertical one does. The horizontal bushing does not, but that one usually does not need to be replaced.
