Orange dots on White Volkswagen

Hi, I have a 2013 white Jetta, about 1 1/2yr ago i started noticing orange spots all over the car, took it to volkswagen and they said it was from brake dust, which made no sense as brake dust is gray or black, not orange. I though it would be rust but it also has it on plastic bumper. Has anyone experience this as well, and do they know what it is. Also volkswagen said they don't cover paint on warranty, is that true? they can sell you a new car that was not painted properly and not cover it?

    Hm, sounds more like rail dust. A good detailer may be more helpful than the dealer. Whether you can get the dealer to pay for the detailing is another question.
