Base residual percentages are based on 15K/yr. (57%, in this case). He just miscalculated the adjustment for 7.5K/yr (+4%)

We have very limited data on rates below top tier. Being a Lexus dealer, I'd assume they marked up the rate, but I have no way to know for sure.
