  For NY, calculate the monthly payment without tax.
  
  Then, add the sum of the monthly payments, plus taxable amounts paid upfront (the rebates go here), then multiply that total sum by the tax rate.
  Then, take that tax amount and add it to the CAP cost, and re-calculate the payment.
