Sticky gear shift in a 2009 Highlander Hybrid

Hello,
I have a 2009 Highlander hybrid with 115K miles.
Recently, I started feeling a very sticky gear shift & one time even when I moved the gear shifter to Drive, there was no power to the wheels (felt like it was in Neutral).
Took it to a Toyota Dealership and they ruled out any issue with the Shifter (by disconnecting it from the transmission and seeing that the shifter is moving very freely with no resistance). They feel the issue within the transmission and they say they do not deal with it.
Question 1: Is this a safety issue?
Question 2: How can I get this investigated and resolved?

Sounds like your next stop is a transmission shop.
Before you go there, you could check the fluid level and make sure it's topped up.
You could also take a guess and service the transmission, with new fluid and filter. This will on occasion, fix a lazy shift.
If the problem is actually a loss of internal pressure in the transmission, (sometimes a transmission shop can test the pressure externally), then it may have to be further investigated--perhaps by dropping the valve body and examining/testing both the hydraulic valving and the solenoids that activate them.
A transmission shop should also be able to scan the TCM for trouble codes.
