My personal recommendation would be a 1989 Gran Fury. Hey, I know where ya can get one... ;-)

My friend had one and the steering was awful. It took some serious muscle to turn the wheel when parking. I couldn't believe a car that small could have such a heavy feel. It felt like a Fleetwood with the power steering belt cut.

it develops your biceps! You'd be amazed at the spaces you can squeeze one into.

How about an armor-plated Isetta with full roll cage?

...one of the many VWs I had didn't have power steering. It was fine most of the time, but took a bit of muscle while parking. I still think a GTI or Golf is an excellent city car anyway. I still miss my '89 Golf GL 5-speed, it was a fun little car (til it blew a head gasket).
