p0191 code, fuel pump staying on continuously (key on engine off) found random wire to fuel pump?

So I know there is a short to ground somewhere causing the pump to stay on continuously when the key is on and the engine is off. I dropped the fuel tank to look at the wiring.. I see a random wire thats bundled with the wiring that plugs into the fuel pump. I am assuming this is my problem? Anyone know where I should go from here? Thanks in advance.

so that wire is just a shield is what im told. I was concerned with that but shouldnt be! So i just need to find the grounding issue on the fuel pump that is making it run continuously.
