99 Ford Windstar PATS Error

Ive been searching all over the net and talking to ford dealers trying to find out why my van is not working. I got the anti theft fault code 1.6 which means: Faulty link between PATS module and EECV
Go to main dealer

Ok so my problem is i need to find the PATS module. Does anyone know where it is located? Does it mean the transceiver where the key is? Or is there another part somewhere?

    replaced head and ran fine but blew cooling system connection and splashed coolant all over motor and since then no start and have flashing THEFT light on with ignition system on. Any ideas ?
