2000 Mustang Theft deterent system

2000 Mustang has a problem with the theft deterent system that the dealer seams unable to locate the problem. What is a PCM?

    Powertrain Control Module aka "the engine computer". The theft deterrent system interfaces with the PCM to prevent the engine from starting.
