99 Regal Parking Break Question

Hey there - the parking break is not holding the car in place! We fully tightened the adjuster between the rear wheels. The pedal is extremely tight but yet it fails to stop the car from rolling. Any ideas on what might be going on? Any other adjustments in the break shoe anything we should do? Thanks !
