Headlights Flickering w/o keys or any thing turned on

I have a 1999 Mercury Sable GS. Tonight the headlights began rhythmically flickering on and off. The keys aren't in, nothing is turned on, and I don't have any alarm on the car.

Any ideas what is wrong?

I've had this happen to me a couple times on my Jeep so I'm not sure if it's the same issue. I also had problems with the alternator before so I wasn't sure if this had anything to do with it. I checked the battery first to make sure there were no issues there. Then I swapped out the ballast">http://www.hidextra.com/universal-55w-hid-ballast-single/ from the side that didn't work with the side that did work to double check the bulb. When that didn't work, I assumed it might be a voltage problem so I hooked it up to a relay which that was the issue. I needed help to regulate power so I bought a pair of capacitors.
