2002 Navigator 3rd Row Seat

In a 2002, does the 3rd row seat come equipped with the LATCH system brackets?
I have a '98 and would like a safer seat and I heard that the 2002 models came with it equipped. My 2 kids seats pull/fall towards the windows and won't stay straight or tight.
In addition, other than the 98-02 generation, does anyone know if any other model years would fit?
I realize that the 2nd gen of any model will get a makeover, but I was just thinking that they may have left the floorboards alone.
