No Power to the fuel pump - can't figure out why

We have a 2000 Ford Windstar that won't start. My father, a retired mechanic, has been trying to diagnose and fix the problem. He replaced the fuel pump, and checked all the sensors and fuses (including the one for the rear crash detector). He has done diagnostics with the machine for that,but can't find anything wrong. He knows the fuel pump is not getting any power. Anyone ever experience this problem? Any ideas?
