07 Civic Electrical Issues

Hello, I have an 07 Honda Civic LX with about 98k miles on it. About a month ago I noticed when I pressed on the brake pedal my radio light would dim. I then noticed that if my headlights were flipped on I could press the brake pedal and the radio light would not dim, however on my brake lights look like I'm riding them. Now I have found that when the headlights are flipped on the cruise control won't engage but if the turn the head lights off the cruise works fine. Last week I took the car to my local civic dealership for its oil change and asked about the electrical issue, they checked the battery, alternator, and fuses all were fine. They said they could ship the car off to have the dash taken apart to try and find the issue, but that sounds more expensive than what I am willing to pay. Any suggestions?
