Electrical Issues 2001 Dodge Caravan

Door locks, power windows, heater control and wipers will not work while vehicle is running. If you shut the vehicle off, turn the key to AUX they will all work...start the engine again and they die. We have replaced the BCM, fuse panel and have had it scanned for codes...showing none. Any suggestions?
